Rachel Smith, PhD, RN, Director of Health Services for Greater Albany Public Schools (GAPS), recently earned the Oregon School Nurse Administrator of the Year award from the Oregon School Nurses Association (OSNA). This prestigious award was announced at OSNA’s state conference on April 21 in Ashland.
“It has been an exciting journey growing our Health Services programs at GAPS, especially our nursing team, and I am truly honored to have received this award,” Smith said. “I am proud to work alongside our amazing and talented team here at GAPS.”
Smith has worked for Greater Albany Public Schools since May 2019. She has worked as a nurse in Corvallis and Baltimore before leading the GAPS Health Services team. Smith also previously served as a clinical nursing instructor at the University of Maryland, Baltimore. She has a PhD in history from the University of Illinois, and holds a bachelor’s in nursing from the University of Maryland.
“I can’t think of anyone more deserving of a statewide award for the work that they’ve done over the past year,” said Interim Superintendent Rob Saxton. “Rachel has demonstrated incredible energy, dedication, intelligence, and common sense in helping the district work through the most challenging of times.”
Smith received more than a dozen nominations for the award from her colleagues at GAPS. The letters detail how Smith was a leader as the district weathered COVID challenges. “Nurse Rachel attended countless meetings with county and state health officials. Where she really shined was in her ability to take this information and make it understandable for us so we could keep school operating as smoothly and safely as we could under the circumstances,” wrote Melanie Casprowiak, principal of Waverly Elementary.
Jodi Dodd, principal of Liberty Elementary, also pointed to Smith’s COVID response in her nomination letter. “Whenever there was a new announcement from the state regarding a change that schools would have to make, Rachel would calmly and intelligently guide us. She found the words that could squelch the fears of all of us,” Dodd wrote.
In addition to Smith’s leadership during the COVID pandemic, colleagues wrote about her willingness to go above and beyond for students. “Despite being extremely busy with all the health needs a big district like GAPS has, she is accessible day and night,” wrote Christy Gill, principal at Meadow Ridge Elementary. “She answers texts and takes calls whenever we need immediate guidance and support on a variety of health issues.”
Under Smith’s leadership, the GAPS Health Services team was established in July 2021 to collaborate efforts and create a comprehensive student support system for health services. This summer, Greater Albany Public Schools has created in-person programs dedicated to students in need of credit recovery or at risk of failure for the 2022-23 school year. Students with priority enrollment will be contacted first about program opportunities. Priority enrollment will focus on students who have been historically underserved or are experiencing a disability.
“The district is excited about being able to offer a variety of learning opportunities for students this summer,” said Interim Superintendent Rob Saxton. “Catching up on losses due to COVID, advancing skills, and gaining new experiences are all part of our summer school. For our high schoolers, the chance to earn high school credit and college credit at the same time through our partnership with Linn-Benton Community College is something students should take advantage of.”

Students who attend Surf’s Up Summer Learning will have priority enrollment for the afternoon portion of the day, Waves of Enrichment. This afternoon camp will include extracurricular activities, such as science experiments and arts and crafts. Grades 1-8 are welcome to join Waves of Enrichment, and the summer camp style program will be held at Meadow Ridge and Timber Ridge from noon to 4:30 p.m. after Surf’s Up Summer Learning. Space for this program will be limited, and registration for students will be decided by a lottery. Transportation will also be provided.

Greater Albany Public Schools’ All Stars will be recognized on Monday, May 2, in an online ceremony beginning at 6:30 p.m. All Stars are students who display outstanding positive character in grades kindergarten through 12th grade. Each school honors students as All Stars, and every student hears their name called by their principal and why they were deserving of the honor. Each student received a certificate of recognition in the mail.
“We are really excited to recognize students from each school who have done a phenomenal job of learning and leading over the course of this school year,” said Interim Superintendent Rob Saxton.
In addition to the students and their families, members of the GAPS School Board, Interim Superintendent Saxton and district staff are expected to join the online celebration. The celebration may be viewed on the GAPS YouTube page at youtube.com/GreaterAlbanyPublicSchools.
Premios “All Stars” (estudiantes destacados) programados para el 2 de mayo
